The Ukraine crisis is impacting Romania
Since the escalation of the Ukraine crisis in 2022, millions of people have been displaced, with over 10.6 million forced to flee their homes. As of February 2025, over 6 million refugees from Ukraine are recorded across Europe.
Romania, a neighbouring country of Ukraine, has taken in hundreds of thousands of displaced people.
The country is providing essential support, including food, shelter, medical care and mental health services. They are also helping displaced people to integrate.
However, the ongoing crisis has created complex humanitarian challenges, particularly for those who have been displaced for over three years.

What’s happening in Romania?
Romania is facing a mounting strain as it continues to host many refugees from Ukraine. The displaced population has complex needs, including mental health struggles, socio-economic inclusion, and protection risks.
Many refugees, especially those who have been displaced multiple times, have faced difficulties accessing healthcare, education, and legal assistance.
Refugees continue to encounter employment barriers in Romania. As of December 2024, 47% of surveyed working age Ukrainian refugees are outside of the labour force. 36% find language remains the most substantial obstacle. This limits their access to fully integrate into the local community.
There is also a pressing need for financial support. Most households could afford fewer goods compared to their first month in the country. 36% of individuals reported facing health problems and needing medical care. High costs and long wait times are major barriers to accessing the services they need.

What is the Red Cross network doing to help?
- The Red Cross launched the Ukraine crisis appeal to support Ukraine and neighbouring countries, including Romania, impacted by the Ukraine Crisis.
- The Romanian Red Cross has supported over 416,000 displaced people from Ukraine with essential relief items.
- The Red Cross and IFRC have provided direct cash assistance to over 97,000 individuals across Romania during 2022-2024.
- Over 17,000 people have received primary health services from the Red Cross, helping to address their urgent medical needs.
- The Red Cross has supported over 88,000 people with mental health and psychosocial support services.
- The Red Cross has provided vital information and basic needs support to over 416,000 people through Humanitarian Service Points.
